Natural Resources Program Manager

Duties Administer the cultural resource protection program and is the on-site coordinator for the National Historic District.
Prepare and implement the long-range Forest Management Plan at the lake project to include updates or revisions to the forestry portion of the Operational Management Plan.
Develop and execute the planning, management operation, and maintenance of natural and constructed resources and ensures compliance with Federal and State laws and regulations.
Assist with the the Environmental Compliance Program, to include the Corps' ERGO responsibilities.
Develop plans, coordinate, and assign work, complete performance plans and evaluate performance of subordinates, and advise subordinates as needed.
Make decisions on work problems presented by subordinates while promoting a cohesive work environment.
Serve as the Supervisory Natural Resource Specialist for a subordinate staff of approximately 2-4 team members.
RequirementsConditions of Employment During emergencies, the incumbent may be called on short notice.
Temporary Duty Travel (TDY) up to 10% may be required.
A National Agency Check with Inquiries (NACI) Background Investigation is required.
Must work nights, weekends and/or holidays depending on the needs of the project.
Must complete Park Ranger training requirements (including Visitor Assistance Training, CPR, First Aid, Blood Borne Pathogens, Unarmed Self Defense) within one year.
This position is subject to a pre-placement and annual physical examination.
A valid State issued Driver's License is required.
This position is subject to a pre-placement and random drug testing.
Must possess or must acquire Corps of Engineers boat operators license within 2 years.
Must possess or be able to acquire Title 36 Citation Authority within one year.
This position requires the incumbent to wear prescribed uniform as identified in ER 1130-2-550.
A one year Supervisory Probationary period may be required.
This position may require the incumbent to work in adverse weather conditions (e.
g.
heat, cold, rain, wind, etc.
).

Experience:
One year of specialized experience which includes:
monitoring, evaluating, and contributing to natural resource management plans and activities, which include development and implementation of programs for forestry management, aquatic plant control, fish and wildlife management, outgrants management (licenses, permits, easements, concessions), insect and disease control, pollution control, erosion control, archaeological and cultural resource management, and fire and safety protection.
This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09).
OREducation:

or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as:

Experience:
A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%.
To compute the percentage of the requirements, divide your total months of experience by 12.
Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18.
Add the two percentages.
Time in Grade Requirement:
Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-9).
